sorry im a noob with intel boards. is the PWM thing cooled by the OTES? and where exactly is the PWM located? also, is the extra $60 worth getting the E6600 over the E6320 to go with this board?

Yeah the digital PWM is covered up by the OTES heatsink next to the socket and it gets really friggin hot. In regards to your chip choice, that's personal preference but for example it clocks my X3040 and E6400 both to 500MHz FSB with ease, so you can easily max an E6320 on aircooling.

it's already got a heatsink but you can blow more air through it & that will help.
Yes, it gets hot but the warning level is 125C which is a lot higher than most.
