Is there a way to transfer files from one pc to another using a USB transfer cable if both pcs are XP?

Nope.
Why not take out the harddrive from the pc you want to copy from.
Then put the harddrive in pc you want to copy to.

there si a special USB cable you can buy for this...but it's not worth it. Is faster to netwrok pcs, and even faster to do as previous poster suggested.

Use a cat5 crossover cable to connect the two computers and transfer the files.

Yes, there is a way to do this and it's pretty basic. I am guessing that you already have an idea of this as you referred to the cable as a "USB transfer cable," suggesting that you are aware of the special cable requirements but I'll cover this anyway for clarity.

It requires what is often called a USB Datalink cable which has a Type A USB connector at each end, as opposed to a normal USB cable which has a USB type A (the flat rectangular plug) at one end and a Type B (square-ish with one rounded side) at the other.

A word of warning: Be sure to get a datalink cable (occasionally also called a USB network cable, a USB bridge, a transfer cable, etc). At one time it was possible (and may still be possible) to get a Type A to Type A cable that is not a datalink cable... these don't serve much purpose for the average bear and have been known to cause damage. The datalink cable is usually identified by a large wart in the middle of its length. As for the setup, that may be partly determined by the drivers that deliver with the cable. But you can generally treat the cable as a network adapter and it becomes a simple matter to go into Network Connections in the Control Panel and go through the process of creating a new network connection on the cable.
