well on stock it idled at 50C and did 1M pi in like 26s, which is horrible.
then i tried it at 300fsb and idle went up 1C, the load went up 2C from 62 to 64.
basically I would like to know what are safe temps for the conroe e6400, and do you think coretemp is way off or something? im using stock ihs waiting for my ultra-x. really want to know if i can push 350fsb with the stock heatsink without upping the Vcore.

wow ... idling at 50 with stock cooling and clocks. what are your room ambients?
my own 6400 is using a modified scythe infinity with dual fans and i idle at 38C or so ... and that's with a 3.5ghz overclock (8x438 FSB). my room ambient right now and as reporting that idle temp, is 24C.
i recall my own 6400, with stock cooling, idled rather hot as well.
i think your ultra-X cooler, with the right fan, should be comparable to my own infinity cooler and so i wouldn't see you having any problems running safely at 3.0+ ghz ... with the only consideration past 3.0ghz being your particular CPU and room ambients.
the argument around safe temps for the C2D chips is endless ... but my own opinion, and after having read a considerable amount from intel's internal documents: safe 24/7 idle = 45C or below / safe 24/7 load = 65C or below.
'load' .. of course, means an exceptional orthos or prime95 style test, after which, once stable, you should be fine for anything you might throw at it for daily use.
those are very general numbers of course ... and i mention them strictly regarding overclocked machines; for non overclocked machines, you'd probably be okay with higher temps.

what i've read about the ultra-x has been highly favorable; you should look forward to having some fun with it and post some results once you get it set up!

Yea. Those temps are quite high. Rather not OC until you get something better. I get worried when I go over 55C. Thats my opinion. But only for 24/7.
