I have the extra monitor, figured I would just grab a video capture card, run the cable into it and use it for T.V. viewing on the side.
I was looking at this capture card.

Anyone have any thoughts on it?

that would work, im trying to come up with a plan to build a HTPC my self, im getting a little discouraged though. I know one that will be effective enough to replace my DVR for good, and work = or better, is just not economical. I'm going to settle I think by just designing it like a media box to view/play media off the hard drive

wow, what are you trying to get out of it? dvr capability? hd signal? there's a ton of dirt cheap tv tuners out there that'll get the job done. support is pretty shady for vista though so you'll need to do some research in that regard.
There's also the tvbox1440 that was on sale for real cheap that operates as a standalone unit. Not sure if it's still available.

wow, what are you trying to get out of it?
1) Watch cable T.V. without buying yet another T.V. since I have the extra monitor.
2) For it to look good (not awesome, but not bad at all) on a 20 inch Samsung Synchmaster 204B
3) To have a little control and the ability to grab images and things if possible for the heck of it.
4) Allow me to run it on the one monitor while my main monitor stays free and open.
