windows XP safe mode works not normal mode...?

Okay.....
so my friend has this pc, we formatted it twice..
both times safe mode worked fine.. ,,
in device manager, it displays the video adapter etc. so it's there and working..
but normal mode would not work..
it would go to a black screen, and then the display (lcd screen) would have signal loss..

what would u guys gather from this?

I am thinking maybe a video card issue?
or something
or is it windows xp?

pc is a p4 1.7
ati video card readon older generation..
512ddr memory
400watt power supply

Something sounds like the driver is mucked up or the card, as safe mode uses well it's hardly even a driver lol

likely driver issue as said, or some software update gone awry. Install anything before the last restart?
