I tried installing BOINC on this nice fast 3Ghz conroe ;), but it won't connect to the BOINC network and just hangs at the "Connecting to local host" part. I tried reinstalling and using the WCG BOINC but its the same. For now, I installed the United Devices client from the WCG website and that works, but CPU usage won't go above 30% and there's no option to change that...below are the only options I have.

It could be your firewall blocking connection - manually put boinc.exe and boincmgr.exe into allow and try that.
The UD agent has a built in CPU throttle - you have to download the throttle tool from HERE (http://www.worldcommunitygrid.org/help/viewTopic.do?shortName=cpuuse#230) to change it.
However I would persist in trying to get Boinc going as its far better.

Try attaching another project and see if it is the BOINC installation or a WCG settings issue. I've had BOINC not connet for extended periods of time but other projects connect fine so there might be a problem with BOINC.

The thing is this worked fine for like a week then all of a sudden it won't connect.
I added it to the firewall exception and it still doesn't work and it won't connect to any project even with just the regular BOINC. It just says at the "Connecting to localhost" screen and then says "BOINC manager is unable to connect to a client"
I did the throttle tool but it won't go above 50% when set to 100% b/c "This is type of function is not available on the United Devices software licensed by World Community Grid"...so I guess its just for single core.

I'm struggling to understand what you mean by 'regular' and 'WCG' Boinc as there is only one Boinc, just different versions.
However, try this:
Shutdown Boinc, go to Add/Remove programs and remove it - then go to Programs\Boinc and delete the folder.
Re-boot and install the latest client 5.8.15 from HERE (http://boinc.berkeley.edu/download.php) - install as a Single User, not as a service, then attach to WCG and see how it goes.
EDIT: Forgot to say - make sure you disable the UD client first!!

I tried this and I also tried 5.4 with the same results. If I try to attach to a project it tells me that BOINC is not connected to a client and to do so before attaching to a project.

What is selected in the Activity tab of BOINC manager??
Should be set to[normally] "based on preferences".

Please forget 5.4 and stick with 5.8.15 at the moment.
It looks like Boinc.exe isn't starting when Boinc Manager opens for some reason, try manually starting Boinc.exe (start>Run>C:\Program Files\BOINC\boinc.exe), then open Boinc Manager and see if you can attach now.

Well this is on my friends computer and I'm not at his house anymore, but next time I'm there I'll try your suggestions. Its just really weird/frustrating because it worked fine for a week and then all of a sudden it won't connect.

There are two separae executables in the boinc installation:
a) boinc.exe: this is the Boinc client that does the crunching. It normally starts automatically each time windows starts.
b) boincmgr.exe: this is the default management software that comes with boinc and is automatically installed with it. It communicates with the client to allow you to manage it, ie attach to projects, check it's status etc...
If the manager is not able to communicate with the client, it would likely be for one of two reasons:
a) the client is not running. If you installed as service (best option), then check that the service was started. You can do this by checking in the windows service dialog and see it's status. Your friend may have changed it's start type from "auto" to "manual" or even "disabled" and thus prevented it's automatic restart.

If the client was not installed as a service, but rather as a "Single user installation" (bad option), then only that user which installed it can run it and communcate with it when s/he is logged in.

In any case, if boinc client has already started, it will show up as boinc.exe in the windows Task Manager list. If not showing, then there is no application for the boinc manager to communicate with in the first place.

b) Your friend lately installed a software firewall on his PC that is restrictive. Something like OutPost for example. It will block LocalHost traffic unless a specific rule is set to allow it. Boinc client opens and listens for incoming calls on port #31416. When the manager is started, it attempts to contact the client on this port. Software firewall should not block this connection.
http://www.xtremesystems.org/forums/attachment.php?attachmentid=57214&stc=1&d=1175195327
in this case, defining a rule that allows communication to localhost:31416 if source=localhost should solve the problem.
edit: why am i seeing those images double? can some one help me get rid of the extra copies below?

So I went back to my friends yesterday and could absolutely not get BOINC installed as a service. It would get to the point where it was "starting services" and the services would not start and installation would fail. I turned the antivirus off btw.
I also verified that boinc.exe was running whenever it would start.
There's nothing else security wise that would make it not work. NOD32 was off and I'm only using windows firewall. Nonetheless, I did add boinc.exe to the exceptions list for windows firewall.
I'm totally stumpted and its really annoying because its only getting like 80 points per result with the United client and doing around 700 points per day when it should be doing more like 3000 ppd.
