Don't know where you heard that....
You may want to specify a little more. Namely how much money you want to spend.
Dominators don't suck per definition. It's just that some new revisions use ProMOS, Elpida or Qimonda ICs which don't overclock as good as the original Micron-based revs.
That said, the best memory is still those with Micron D9GMH or D9GKX ICs.
You could take a look at this thread: [Update 25/11] 2GB of DDR2 for overclocking what to buy (http://www.xtremesystems.org/forums/showthread.php?t=124283)

its easy to recognize that ... look at the threads, at all the sigs, .... D9GMH here, D9GKX there ....
about the Dominators ... yes, they stopped using Micron ICs for 6400 (800MHz) Dominators
lately, D9GMH are having great success OCing to high frequencies
pick yourself a nice D9 for your wallet: http://ramlist.ath.cx/ddr2/
I personally have OCZ 8500 SLi certified EPP ram ... 200% satisfied, clocks high and its cheap, cuz I was on a budget because of my damn watercool-gear :D
