What sort of TV Tuner card would you recommend for a box? I need it to receive and possibly act as a DVR for my cable, and it would be nice to have TV out, but its not required.

For cable, use a high quality video capture card along with a cable box. Then use a serial line for control.

There are just tons of tuner cards too choose from. I chose my card carefully but even then it doesn't come with very good software. Right now I'm testing out GBPVR which is free. Sage TV and Beyond TV are alternatives. And then there is MCE. Personally I find that I watch TV more than I record TV so PVR aspects aren't critical to me yet. But as I play around with it more it may become something I get into. Check out GBPVR's website and also check out sites like pcalchemy. It will give you some insite to some of the options available.
