hi all; its my first message to XS but i was following the forum for 2 years...
I bought a new core 2 duo 6700 L628b.But its the worst cpu that i have ever had.if i try to boot with 3700mhz and 1.65v it doesnt boot also... i disable hyper path3,my board is asus p5w dh deluxe and my rams are team extreme ddr2 800,ram frequency is 800mhz timings are 4-4-4-12, the ram voltage is 2.2v. i tried to solve this problem but no one could help me. i tried my cpu also with asus p5b deluxe but nothing had changed...if my multiplier is 7x i cannot boot also with 370 fsb...

Wat BIOS ? 1503 serves me well
PSU ? etc...
What is the highest it's ever booted?
Is Ram running 1:1 ?
Give us more info to help you...

my bios is 1407
and the highest it's evet booted is 3650mhz with 1.62v stable...
ram is running 1:1 also...
my psu is hiper 480watt a real 480watt psu...

Tray 1.55V 400x9(3.6GHz)and then run dual prime,after that (stil runing prime) run asus probr to see voltages of cpu if volatfe is 1.51V or 1.50V that is ok,and you must consider new coling,box cant is no good when you go over 3.6GHz-3.8GHz.

What cooling and what are temps like? Should see more than 3.6 from a 28B (tho its not a dead cert). The B chips *seem* to run a little hotter than the A's so temps could be a problem, especially running that much vCore

my cooling is thermaltake big typhoon the temp. is about 30 degree in idle and 40 degree in load for def fsb and def voltage...

and also my cpu cant do higher than 380 fsb with 7x multiplier also... there is no change when i change the multiplier...the fsb is always doing the same...

First update to 1707 bios, then go into the cpu section - set FSB eg first to eg 350 then up slowly with 5mhz increments to 400Mhz - DDR ram as close to DDR800 - lock PCI frequency to 33mhz, PCI express to 101mhz.
For the CPU voltage set eg 1.5 volts, MCH 1.65 - FSB to 1.5
In the CPU section disable all except Microcode updation.
In the DRAM settings set them eg to 4-4-4-12, disable Hyperpath and and throttling threshold.
Normally this should work fine but some mobo's have real issues, I really find it weird that on the P5B you can't get above 380 either. I just don't think the voltage is enough mate, you should do easily with this CPU 400 x 9 at eg 1.45real volts (about 1.5250 for me in bios). I just would work ya way up slowly , once it gets quirky up the cpu voltage a bit and test again. 3600mhz should be doable with an aftermarket cpu cooler...
what other hardware is there in ya rig meaning especially your PSU ...

There's your problem. It's getting too hot. Try 1.45 and see how well your chip clocks. On my xeon, an L626B, any voltage above 1.5 makes it unstable. 1.45v is the g-spot for "b" chips.
