Did they stop production on the Toledo cores so they could phase it out with the Manchester core? I only ask this because I've noticed a price gain with the Toledo cores and the Manchester's filling in the prices were the Toledo's price point was....

All dual cores with 1MB of cache have been phased out to save AMD money and simpleify the lineup a bit. If you want your 1MB of cache you going to have to go Opteron.
