So I was rebuilding a buddy's computer, specs are:
P5LD2
Celeron D
1g AMPX DDR2-667
WD SATA 160g
Lite On DVD-RW

When I try to install windows it gets to the point where it says Windows is starting then I get a BSOD with stop error 0x0000007B

When I try and use any of the utilities in Ultimate Boot CD it says that there is an error in the BIOS and halts.

I reflashed the BIOS to 1207 and cleared the CMOS but neither helps.

Any ideas?!

Test the Ram, HDD, CPU & VGA, you should have some testing tools in Ultimate Boot CD, reset your BIOS settings and give it another try, if the problem persists try a different version of Windows (the one whit SP2 Build 2600 included).

Try setting the HDD/DVD jumpers according to your MB Manual.

If it were me:

Reset BIOS to safe defaults,
JUST connect a cd-rom drive & also your hard drive

No other accessories, only KB & Mouse, then give it a blast :)
