Greetings,
No (they are not quiet). I have a P180, and am very happy with it. The fans can move a lot of air at full-blast, but they are not quiet. I have replaced mine with some Thermaltake fans that are quieter (25.5dba). There are better, but at the time I bought what was available locally.
Also, I am using a 80x15mm Panaflo for the VGA airbix. It is also loud, so I put it on a Zalman controller that I had laying around. That helped alot, and I found that I only needed to run the Panaflo at 45-50%.
Hope that this helps.

The specs of the fans that come with the P180 are found in the P180 user manual.
I think they are 23dba on the lowest speed and push 39cfm.
I have all the fans in my P180 on low, the loudest noise actually comes from the 7900GT fan, otherwise it's pretty much dead silent. At full blast they are actually quite loud, well loud enough to drown out the 7900GT fan.

Actually, the fan specs can be seen here (http://www.silentpcreview.com/article255-page5.html).

The provided fans @ full speed arent real silent @ 12v. I would describe it as: a lotta wind bing pushed. You dont hear a lot of noise from the fan motor, thats positive :)
