Nothbridge heat affecting CPU heat indirectly?

I'm just wondering if anybody here thinks that Northbridge temps could indirectly affect CPU temps?

On an AMD CPU this wouldn't be an issue but on these intels I just wonder if it is affecting the total CPU frequency at all.
