I even tried plugging in an external CRT monitor to the laptop but the display on the CRT looks the same. Could the inverter be the problem? Any suggestions?
Laptop is a Toshiba M30

I'll give it a try but I highly doubt thats' the problem cause the problem persists even in windows setup, when I reinstalled windows.

Well it must be a problem with the gfx chip not the screen, so either the hardware or the drivers are broken.
If youve already reinstalled windows then it looks like its the hardware, sorry.
Is it still under warranty?

***UPDATE***


I changed a setting in my video card control panel under 'Powermizer'. I set the Current Power Level to MAXIMUM POWER SAVINGS. Previously it was on MAXIMUM PERFORMANCE. This instantly fixed the problem; all the lines and stripes on the screen are gone. However, if I try playing a video, the screen craps out again, the lines reappear and screen freezes for a few seconds intermittently. It's got to be something with the video card no?

Did you reinstall the drivers? The reason I ask is that if powermizer (which lowers the current to the chip) is delivering good results AFTER a driver reinstall, I suspect you have a burned gpu, that only operates correctly on lower volts and less stress (meaning not playing a video).

If drivers fix all this, wahoo, if not, then the gpu has gone bad, imo :(

Yes, I updated video drivers but it wasn't until after the update that I fiddled around with powermizer.

Yeah this definitely means the graphics card is shot. See when you put it to power savings it slowed the card down (which is why it saves power) and therefore put less stress on it, making the mess go away. But when you tried to play a video it puts stress on it again, making the lines appear. The screen freezing intermittently - stuttering, perhaps? - could be due to the bad card or due to the lower power setting the card is at (not enough power to play smoothly).

Sorry, but that is a surefire sign of bad graphics card :(
