Picture resizing

I can't seem to get pictures resized so they can fit the <16 kb requirement. How can I? I've tried windows picture resizer and PS.

I use irfanview for quick resizing , just make sure you save it as a jpg and you can then adjust compression levels as well.

set the file compression in photoshop to something less than 100 for jpg and for gifs set dithering down as needed and lower the color pallette.
