It most likely was done with a program like Windowblinds (http://www.stardock.com/products/windowblinds/). Good luck!

I'm using Windowblinds with a Vista themes. It works pretty nice and even less resource hog than the real Vista.

It's not clear if it supports 64bit perhaps all versions of xp.

you can download a trial version and test it.

Thanks anyway m8. I'm not the biggest fan of that Window blinds. I've installed it on my current PC now, and it's taken over the IE buttons. I don't mean like "back / forward / home etc." - I mean like on these forums when I press "post quick reply" or "go advanced". It's changed them :(
