Browsing around I see many people claiming to OC there E6400 to 3.2ghz 400x8 without raising the vcore. How is this even possible?

I have an e6400, ds3 mobo and I need at least 1.4125 vcore to run stable at 400x8. I don't understand how it is even physically possible for someone else with the same exact proc and mobo to be able to OC stable at default vcore. I just dont understand how it is possible....

This is the same for other models of mobo and procs. Does this exact same hardware function this wildly different for different people? It is a peice of electronic equipment. Wouldn't it for the most part run the same at similar voltages with same equipment?

Each chip is 100 of millions of transistors. All have to work at that voltage and at that frequency. Its just the difference of mass statistics.
