I have an old dell inspiron 233mhz laptop.
How much ram is too much on it?
I'm planning on running kubuntu and win2k
There is no such thing as too much RAM unless you have a CPU with a cacheable area smaller than the physical address capabilities of your mainboard.
On notebooks a lot of RAM can be a mixed blessing since it makes suspend-to-disk slower, almong with the wakeup, of course. And it can draw more battery power.

What does that mean?

How much more batter power? (this old battery lasts around 40min anyway)
