Directly on? Why not just near? You can easily find places to blow a fan over it, which would be quieter, and much less of a hassle...

Alot of cases even have a place to mount them on the front to pass through the HDD cage.

Buy some double-sided thick adhesive tape (like $2 for a roll at WalMart) and use it to mount a fan somewhere nearby. I stick my HDD in a 5.25" bay and put a fan beside it in the unused space. It lowered my HDD temps 8C.
