The system is:

-Gigabyte SINXP1394 w/ SIS655 chipset
-2x Samsung DDR400 modules @ 400mhz running DUAL CHANNEL
-2.53b @ 150fsb/~2.9ghz, "top perf" mode on, 1.7vcore
-Powercolor Radeon 9700 Pro @ 375/335, Catalyst 3.1 drivers
-WindowsXP Pro SP1, ALL updates, SIS IDE/AGP drivers loaded

With everything in the Direct3D options cranked to "High Performance" and with the above settings in 3dmark2001 I only get 15,113 points, am I doing something wrong? This is the first 9700pro i've used and I used RivaTuner to up the clock freqs

Seems pretty low for that configuration, I expected at least 16,500 or higher

that seems almost right. still a little low. aa and af are off it seems you should still check though. may be you should defrag or reinstall your os if its an old install. i think about 16000 or so is about right.

this is a new build / fresh install, AF/AA are set to application preference and turned off in 3dmark

I'll have to look again in the morning cause I just finished it up before I left work but I don't recall seeing any timing options which I thought was weird but didn't worry about it at the time, figured i'd still mark good

I would try running the memory at 1:1 ratio, I have found that running in synch often gives better bandwidth than running asynch.
just my 2 penneth
