Help antec psu

i have just put my new system togther and the fan in the psu is not spinning is this meant to happen or is it wrecked the psu is a antec neo HE 500

I have said this over and over and over again.. up and DOWN this entire forum.
Antec does make great PSUs but Antec HE is :banana::banana::banana::banana: and should NEVER BE PURCHASED and my suggestion is return it right now for a refund.. Spend what ever difference there is to get a normal Antec or something better
