CCC stop OC,an rivatuner can not help ?

Hi all
i mod a 3870x2 whit bios mod/vmod/watercooling.
my problem is,even if I turn off CCC,and user rivatuner to higher overclock,no more in performance,same performance whit 945/1100 in CCC

have tried 999/1100 whit rivatuner,an run a nice 05 but no performance
have some people who have a hint, to pass 945 on both gpu ,run whit 1.4v
